On 3 October, 2013, H.E. Hiroyuki KISHINO, Ambassador of Japan to Ethiopia, signed one Grant Contract for a Grassroots Human Security Project (GGP) at the Embassy of Japan with the Tigrai Development Association, represented by the Executive Director, Dr. Tadele Hagos. The amount of funding extended was USD 121,267.

The project for the Expansion of the Amora Secondary School in the Kola Tambien Woreda, Tigray Regional State is to improve the educational environment of the school by constructing new school blocks. Through this project, two blocks with eight fully furnished classrooms and one block of latrines will be newly constructed. As a result, 272 students who currently study outside under trees will be able to study in classrooms, and the average number of students per class will be reduced from 68 to 54. In addition, 268 additional students will be enrolled.

Following the signing ceremony, the third  in the Japanese Fiscal Year 2013, H.E. Mr. Hiroyuki KISHINO remarked that all GGP projects are conducive to the empowerment of vulnerable and marginalized people and urged project partners for timely implementation.

The Government of Japan has placed priority on community-based, human security projects for vulnerable and marginalized people, and the GGP has played a valuable role to help such people throughout Ethiopia. Since 1997, about 330 projects have been implemented under this scheme in such sectors as education, water supply, health services, and other basic human needs.  For JFY2012, 18 such projects were awarded.
